Okay.  As I've pointed out, it isn't correct, but it's probably good
enough for us; ultimately it's the best plausible compromise for

  _WIN32_WINNT < _WIN32_WINNT_VISTA

which, even if we do adjust <fcntl.h> appropriately, would still be our
preferred build configuration.

Good news!  Would you care to share whatever patches you deployed; (I
assume that you did need at least some, if not most, of the thirteen I
provided for the gcc-6.3.0-mingw32 build).
