A --locale option to explicitly specify the locale, --add to explicitly add a package, and a --timeout option to set the FTP timeout was added. Some errors in the documentation, and a bug in the Makefile that would cause the install to fail if the destination directory doesn't exist was fixed.
A Makefile fix to create the destination directory if it doesn't already exist, a fix for a bug that caused downloads to fail when the powertools directory was missing, and a fix for a bug where adding a file failed in some cases.
Configure script was updated to default the local to 'en' if the local command cannot be found. A new --locale option forces the locale. A --add option to was added force addition of a package that doesn't exist on the local system or doesn't appear to need an update. Minor documentation updates are included.
Bugfixes for modification time setting and differing versions of the LIST command, a new --absolute command to force an absolute path with the --dir command, and an update to allow multiple --include or --exclude commands.
This release includes bugfixes in the handling of

isn't the actual architecture of the machine, and
with different interpretations of the LIST command
by different FTP servers.
